Full building automation system takeover for a 30-story municipal facility
Control Service Company partnered with the City of Kansas City, Missouri to complete a full Building Automation System (BAS) takeover of City Hall, a 30-story high-rise and one of the most prominent buildings in the city’s skyline.
The project involved replacing an aging, unreliable controls system with a modern, fully functional platform—restoring visibility, improving system performance, and giving facilities staff a clear understanding of building operations.
Project Scope
CSC performed a point-to-point controls takeover across the entire building, including:
• Chilled water, steam, and hot water systems
• Air handling units and fan-powered boxes
• VAV systems throughout multiple floors
• Heat exchangers and associated equipment
Rather than redesigning the system, CSC focused on modernizing control of existing infrastructure, bringing all systems into a unified BAS while preserving the building’s original mechanical design.
The Solution
CSC implemented Automated Logic WebCTRL to replace the existing controls platform, providing:
• Centralized system monitoring and control
• Updated graphics and improved system visualization
• Reliable communication across building systems
• A scalable foundation for future upgrades
The system provides facilities staff with real-time visibility into equipment performance and building conditions, improving day-to-day operational awareness.
Project Challenges
Working Within an Active, High-Profile Building
City Hall remained fully operational throughout the project, requiring CSC to coordinate closely with building staff and leadership. Work was carefully scheduled around occupancy, including critical areas such as executive offices.
Aging Infrastructure
The building’s age presented challenges related to existing equipment, communication pathways, and system reliability. CSC navigated these constraints while maintaining system functionality during the transition.
Scale & Logistics
At 30 stories, this project represents one of the larger facilities CSC has supported with a full-building takeover. Work had to be phased carefully to avoid disruptions to heating, cooling, and daily operations across thousands of occupants.
Control Strategy & System Improvements
• Point-to-Point System Restoration
CSC evaluated and recommissioned existing equipment, identifying non-functioning components and restoring control where needed.
• Improved System Visibility
WebCTRL provides enhanced graphics and system-level insights, allowing facilities staff to quickly identify issues and understand building performance.
• Manual + Automated Redundancy
Critical systems, such as steam distribution, were configured to maintain manual control capabilities alongside automation—ensuring reliability in the event of system issues.
• Operational Baseline Reset
The project established a clear baseline for building performance, enabling the City to prioritize future upgrades and maintenance decisions.
Outcomes & Benefits
• Significant reduction in occupant complaints
• Improved confidence in system performance and data accuracy
• Greater visibility into equipment operation and building conditions
• Identification of inefficiencies (e.g., leaking valves, aging VAV boxes)
• Foundation for future system upgrades and energy improvements
Facilities staff reported a substantial decrease in daily complaints, indicating improved comfort and system reliability across the building.
Client Experience
CSC worked directly with the City of Kansas City, providing a high level of coordination and responsiveness throughout the project. The team collaborated closely with facilities personnel to prioritize system improvements and maintain building operations during installation.
“The difference is night and day. On the floors with the new BAS, everything runs automatically—I don’t have to touch a thing. The old system was inefficient and required constant attention. I’m glad CSC and the P1 team are here; they’ve been great.”
Thomas Santillan, KC City Hall
Facilities Superintendent
Impact
This project demonstrates CSC’s ability to execute large-scale BAS takeovers in complex, occupied facilities. By restoring control, improving visibility, and identifying system deficiencies, CSC provided the City with a reliable platform to manage and improve one of its most important buildings.
